  台灣文化政策研究學會發起「共伴計畫:文化永續・創新實踐」,與華山文創園區經營者台灣文創發展股份有限公司與台灣文創發展基金會協力合作,藉由社會倡議實踐、創意行動發展、文化與社會影響力創造等引領性、前瞻性議題以計畫提案方式進入華山文創園區,期待透過民間文化倡議力量的滾動,觸發文創園區生態的共伴效應。

 

  基於促進公共利益與社會治理的共同宗旨,長遠能為文創產業園區的未來發展注入更多的文化公共性和創意行動能量,亦有助於經濟、文化、社會等不同價值交互的激盪與對話。以文化網絡生態系為概念,尋求策略夥伴在文創園區既有的會、展、演、店、映等文化經濟的基礎上,與各縣市在地文化團隊共生、共榮、共存,持續追求文化永續發展。

 

  計畫於2020年5月召開評議會議及諮詢會議,邀請來自不同專業領域的28名專家學者,藉由跨專業別的意見交流,匯聚計畫未來發展的相關意見,計畫在起草階段即以跨域對話的方式開啟,並朝著維持文化多樣性與永續發展的目標邁進。2020年10月進行徵件與計畫說明會,面對面地與在地文化團體實體接觸,旨在將首年度的計畫創新開展的緣由被社會更好地被理解。11月份 三個夥伴團隊正式成形,分別是微亮計畫有限公司、青少年表演藝術聯盟、小鎮文創股份有限公司。

 

  微亮計畫有限公司是一個年輕的團隊,他們致力於找回人們投身所愛事物時眼神微亮的光芒,在共伴計畫裡他們以黑客松的方式帶領參與者進入三個文化議題,從中尋找解決方案與實踐,微亮計畫會從旁記錄下參與者在經歷過程中對個人生命歷程的影響。青少年表演藝術聯盟從表演藝術的參與實現青少年教育與關懷,他們關心特殊境遇青少年議題透過戲劇、演出與陪伴協助在學校教育中找不到成就與歸屬感的孩子們。小鎮文創則是一個試圖在文化永續發展思維下創造城鄉共好的團隊,計畫中以深度工作坊與沙龍的方式試圖擴大地方創生場域的交流至亞洲區域,以持續性地搭建友善環境與生態的國際平台。

 

  除了共伴計畫的策略夥伴外,TACPS召集了來自各地文創園區的夥伴團隊。以「共伴計畫:文化永續.創新實踐」為基礎,我們認為文化社會影響力應在各文創園區蔓延、共生。「蔓計畫:捲動臺灣文化園區的生態網路」以華山文創產業園區作為起點,將台灣各地第一線的文創園區工作者營運至今的經驗基礎進行系統性整合、透過工作坊與論壇活動使實務工作者與相關學者能藉此進行分享與交流,共同建構台灣文創園區經營管理的在地知識體系。

Being Project & Vine Project:The Social Impact of Cultural Districts

         With the power of social and civil advocacy practice, the force of creative action on cultural and social influence and other issues have been paving its way into the Huashan 1914 Creative Park in various forms of plan proposals. As the TACPS launched the “Being Project: Cultural Sustainability and Innovative practice”, in cooperation with Taiwan Creative Industry Development Company, the operator of the Huashan 1914 Creative Park in Taipei City, as well as the Taiwan Cultural & Creativity Development Foundation. The Being Project looks forward to boosting the cooperation power between the private sector and the cultural districts through the means of civil cultural initiatives.

 

          Based on the concept of the Cultural Ecosystem, this plan seeks for strategic partners to develop with the local cultural teams from various counties and cities on the basis of the cultural economy of the cultural districts’ existing conventions, exhibitions, performances, stores, and screenings. The purpose is to promote the progress of public interests and social governance, to make the future of the cultural districts more culturally public, as well as to accelerate dialogues between the economic, cultural, and social fields.

 

          The Being Project kicked off and convened a meeting in May 2020. 28 cultural professionals, practitioners, and experts gathered to discuss related issues and develop deep conversations. Cross-professional exchange of conversations and professional opinions inputted to lead the direction and decide the main facet of the project in upcoming stages, of course, with the core of cultural diversity and sustainable development in it.

 

          As the Being Project moved forward, it expanded its outreach to promote its innovative content and to increase more visibility in the civil society. The Being Project held a solicitation and a series of project briefing sessions in October 2020. This series of activities acted as the catalyst that brought local cultural groups and public opinions together. Finally, three strategic partners joined the project through a competitive selection panel in November 2020: Shining Eyes Project Company; Teenager Performing Arts League; Townway Company.

 

         As a design-thinking-driven millennial entrepreneurship, Shining Eyes Project Company is committed to regaining the gleam of people’s eyes when they devote themselves to the things they love. Throughout the year, a hackathon would be held to lead participants into three cultural issues. Together the participants would draft out and explore all possible solutions and practices toward the social issue, while Shining Eyes Project Company would be recording, leading, balancing and coaching aside.

 

          Engaging youth with performing arts, the Teenager Performing Arts League, a cultural non-profit organization, carries out their mission to support youth education and social care. They place special emphasis on addressing the complex challenges facing young people today and engaging with middle and high schools with performing arts. They motivate teenagers by creating a sense of belonging through drama, performance and companionship. As for Townway Company, through the means of in-depth workshops and salons, they have been ploughing on the field of local creation to expand the fields to the Asian region. They aim to reach the level of an international platform with the value of sustainability and a local friendly ecosystem, at the same time, trying to create a good relationship between urban and rural areas under the sustainable development of culture.

 

         As an addition to the “Being Project: Cultural Sustainability and Innovative Practice”, TACPS launched the “Vine Project” to establish connections and potential collaboration with other cultural and creative hubs in Taiwan.

 

        The Vine Project started off its initiatives from the Huashan 1914 Creative Park in Taipei City. Through workshops and forums, practitioners and scholars can engage in dialogue, propose and integrate ideas, and even share know-how and best practices. It is believed that the project will serve as a platform to build a local knowledge system for the operation and management of Taiwan’s cultural and creative industries by bringing together Taiwan’s cultural and creative hubs, as a start.
